Problems of effectiveness of the implementation of the right of citizens on the appeal to the government and local government

The paper summarizes the review of documents hindering the effectiveness of the institution of citizens appeals to state and local self-government. The author analyzes the legislation regulating the procedure for examining citizens appeals, and outlines the following main problems: the lack of uniform quality standards for the content of responses to appeals, insufficiently regulated responsibility of officials for violating the procedure for handling appeals, and insufficient use of electronic means of communication when dealing with appeals.
