Abstract
In this article to check principles and the foundations of citizenship rights to be paid in the administrative system of Iran. This is a charter includes a set of citizenship rights which are either identified in the sources of the Iranian legal system or government to identify, Creation, Realization and their implementation through correction and the development of the legal system and editing and tracking the approval of legal bills or any kind of tactic or legal action required will apply your serious and inclusive effort. Principles and the foundations of citizenship rights in the administrative system deriving from the charter of salary It includes items such as: the competent law office of the country, responsiveness, transparency, justice and fairness, judicial impartiality, non-discriminatory use of citizens from the benefits of e-government and electronic services, opportunity for education and empowering users in the administrative system, the use of citizens from appropriate job opportunities and so on. The ways to strengthen these principles are to performance assessment and inspection units need to be reorganized with the aim of improving effectiveness and efficiency so that procedures are improved or strengthened strategically and expertly. The administrative system studied is more based on relationships and relationships and the goal should be to reduce the civic relationship and replace the legal rules. Governing the rules instead of relationships in the administrative system is a gradual, long-term action to be pursued, based on priorities, to improve the status of citizens in the administrative system and to increase their satisfaction. The research method in this article was descriptive-analytic and the use of legal resources, including articles or books, is in the form of a library.
