Abstract
Harp as a technology and the new scientific project, it has a lot of work in international law and its implementation will violate some of the fundamental human and environme-ntal rights, it also governs the sovereignty of the state as one of the fundamental principles of public law and international law It may be damaged. Since Harp and its effects are not known, on the rights of individuals, fundamental human rights and international environmental law or is known to be minimal, it is necessary first of all reviewed and evaluated scientifically and concisely and then checked its legal aspects. Method of research in this article it is analytically descriptive and the results of this article that after the practical review of this technology and atmospheric and transit layers on the principles of ionosphere engineering deals with its role and influence on fundamental human rights, has identified it as a new threat in contemporary times and only this identification is not enough for the purpose; it is also necessary to be introduced to the international community and all individuals so in addition establishing appropriate strategies for controlling this project, also, take action on these solutions.
