Abstract
The article shows the methodology for liberalizing the electricity market in a number of countries around the world. The "cost-plus" electric power industry regulation model is widely used in Europe. One of the goals of European regulators is the desire for better service for less money. Regulators will continue benchmarking each other, seeking new ways to achieve the best possible service and improve regulatory performance at the expense of adequate costs. National characteristics of models of electric power regulation will continue to strengthen.
