Abstract
Structural and institutional peculiarities of creative management are considered, tools of realization of possibilities and overcoming of barriers at separate stages of creation and distribution of creative decisions are highlighted. The systematic and institutional and regulatory aspects of the national conceptions of the development of creative and innovative systems are analyzed. A wide range of issues of state support for the creative development of the national economy is covered. The methodological classification of factors of creative development at the macro level is proposed. According to the systematic approach to solving the problems of the innovative scenario of development of the country, decomposition of creative development planning was made. It is shown that in the conditions of development of post-industrial economic space instruments of legal regulation of socialization of a society require a dynamic upgrade.
