Abstract

An analysis of international experience suggests that international experts are unanimous in the fact that corruption can not be ruled out. However, it can be minimized. To this end, it is worth looking at the analysis of the International Regulations on Combating and Fighting Corruption. Today, preventive measures and measures to raise awareness of liability for corruption offenses are clearly defined in international standards. Among them there are single punitive measures, and a significant number of measures are needed to eliminate the causes of corruption. At first glance, preventive measures can exacerbate corruption, which can be interpreted as a side effect of anti-corruption measures. Although in practice, they help reduce shadow corruption. In the future, effective preventive measures contribute to a reduction in the total number of detected and hidden facts of corruption. It is necessary to create a single transparent and competitive national system of involvement in the civil service and to develop a training program in parallel. The main conditions are open, open competitive selection of candidates. The training should start from the grassroots level: district state administrations, local governments. We would like to emphasize that the obligatory and main conditions of combating corruption is the political will of the highest state leadership and ensuring the openness of the authorities.
