PROBLEMS OF FORMATION AND DEVELOPMENT OF THE EARTH MARKET IN AGRARIAN ECONOMY

Abstract
The article deals with the actual issues of development of the land resources market in the agrarian economy, namely, it is noted that this problem is today debatable both for theory and practice in the market conditions of Ukraine. Emphasizing, in principle, the need to attract land resources in turnover, experts say that this should be preceded by a solution of initial preconditions, namely, grounded taxation, mortgage lending, the development of market infrastructure, demonopolization of agricultural production, insurance of agricultural markets, and so on. The incompleteness of these and other agrarian transformations has created a situation where the owners of land shares express their negative attitude to the introduction of the land market. The Ministry of Agrarian Policy and Food of Ukraine proposes a draft law in which must be drafted and proposed laws for the solution of set of the above said questions, and thus, in practice, can promote the launch of the land market. Possible models of agrarian economics development depending on the state of land relations are considered, it is indicated that the level of agricultural production in Ukraine is due to the non-rational use of land resources of the main production sector, which is the result of the incompleteness of the complete process of forming the land relations market. This article presents the results of a sociological survey of managers of agricultural enterprises and owners of land shares for the introduction of the land market and the possible consequences of the introduction of the land market in the practice of management.
