The article explored interrelation of amounts of budgetary resources and the social effect on costs. Made categorization parameters of evaluation of budget programs. The proposed basic approaches to the implementation of detailed parametrical (component) evaluation and simplified evaluation of budget programs, the principles of management decisions. They depend on the results of a comprehensive evaluation budget programs.
