THE FACTOR OF INTERACTION OF CULTURES IN POLITICAL STRATEGY: AZERBAIJAN – RUSSIA

In the article, in the aspect of a holistic modification of the moral and spiritual value of the "culture" phenomenon, the strategy of the Republic of Azerbaijan in cooperation with the Russian Federation is presented. In spite of various political moments (including the breakdown of relations in the 1990s) between the two states, cultural integration between peoples practically did not cease. Moreover, after the national leader Heydar Aliyev returned to power, internal and external intercultural exchange was included in the state, political strategy as a guarantor of peace and stability. However, the prospect of expanding socio-cultural ties stipulates the inclusion of new directions in the contractual, legal framework of Azerbaijan's relations with Russia, which sets the tone for international relations in the South Caucasus and the Caucasus as a whole
