The role of postgraduate education in the professional development of the enterprises of the oil and gas complex

Abstract
The article is devoted to identify the main directions of changes in the field of postgraduate education of personnal of a strategically important branch of the national economy - oil and gas in order to interpret it as a source of human capital growth. If at the legislative level adult education issues are generally regulated, then the interaction of business entities as customers of educational services with their performers - postgraduate education institutions requires significant changes with the necessity of their prior scientific substantiation.An analysis of recent studies and publications has confirmed that the processes of providing and receiving services in the second higher education sector of staff of industry enterprises have not been yet sufficiently reflected as a subject of scientific research.The authors of the article present actual and forecasted costs of oil and gas structures for upgrading the personnel skills using normative indicators and focusing on the current trends of the educational services market. This study uses actual data that illustrates the results of the Institute of Postgraduate Education of Ivano -Frankivsk National Technical University of Oil and Gas - typical structural unit of the educational institution, with the main function - the provision of services in the field of postgraduate education. It has been revealed that for Ivano -Frankivsk National Technical University of Oil and Gas the provision of educational services to applicants for the second higher education continues to be an important activity of the university, which, despite the slight positive trends of modern development, requires significant changes for the transformation of the post-graduate education into a source of human capital growth in the oil and gas industry.According to the results of the periodic questionnaire of second-level higher education students in the Institute of Postgraduate Education at Ivano-Frankivsk National Technical University of Oil and Gas , the main motivations of training for retraining programs (training in other specialties) and advanced training of specialists in the oil and gas industry were identified in the Institute of Postgraduate Education as well as the characteristics (profiles constructed) of the average student of Postgratuade Institute, who obtains a master's degree in technical specialty.The article proposes the priority measures that will make it possible to update postgraduate education as a source of human capital growth in the oil and gas industry. The list of the formulated proposals is united in two main directions: the transformation by enterprises of the policy of development of human resources, the refusal from the implementation of formal training procedures, the introduction of personnel development practices based on the results of prior identification of needs; adaptation of the forms and content of the provision of education and training services of the oil and gas profile of educational services in accordance with real needs and possibilities of business entities.
