Abstract

Based on data on the velocity of the planets and their distance from the Sun, it was possible to establish a regularity that the constant of light velocity is not a universal constant, and its constant value on the Earth is of a local nature. It was possible to determine the formula for the speed of light for other planets in the solar system. The factors that influence the speed of light propagation in vacuum in any part of the universe are determined. On the basis of the formula for the speed of light propagation in vacuum, as well as understanding the essence of the law of inverse squares, it was possible to recognize the presence of a constant speed of light in the second law of Newton.
