CREATIVE ACTIVITY OF THE SCIENTIFIC SECTOR OF THE UKRAINIAN ECONOMY

The level of creative activity of the scientific sector of the Ukrainian economic system using the system of indicators suggested by the EBRD for analyzing the development of the knowledge economy has been researched. The strengths of the functioning of the scientific sector of the economy are identified: self-financing of scientific organizations, increase of financing of the scientific branch with the help of public sector organizations and educational organizations. Problems are outlined: reduction of allocation of scientific researches from budget sources of financing, high share of foreign financing, risks of permanent dependence of national science. It is shown that financial flows are often not related to the quality of research work. The imperfection of institutional provision complicates the grant support for scientific projects. The necessity of integration of national science with the European research space is proved.
