Abstract
In theory, "civilization" in most cases is associated with a
certain level of development of society. The model of a common culture should become the basis of a common human civilization, in a dialectical unity with the spheres of economy and politics. This model is universally recognized boundaries that determine belonging to the common human civilization. The state, as a sub civilizational unit, itself fills these boundaries with ideology and economics.
