Basic computer skills are essentials for students in higher education to achieve. This study was a research and development (R&D) of a flipped-blended instructional model for Computer Application Courses. In a flipped-blended instructional model, students watched online instructional video before class and then practice to it through taks and problems in the classroom with the guidance of a lecturer. The model was developed and evaluated by experts and students. Six experts were involved to evaluate this model. According to the experts the model was valid and ready to use. Pre test and post test were conducted to see the effectiveness of the model and the result was an increase in learning outcomes which meant the model was effective to improve students' performance.
