«International Factor» in the Development of Tuvan Statehood in the First Quarter of the 20th Century: on the Problem Statement

Abstract

In this article a comprehensive analysis of the events associated with the assessment of the political situation in Tuva in the first quarter of the twentieth century is carried out. Special attention is paid to 1918-1921, the period of the institutional and legal design of Tuvan statehood. Each side of the «Central Asian triangle» sought to develop its own strategy for Tuva. In this context, on the basis of archival materials, a comparative description of the positions and political activities of the Provisional and Soviet governments, China and Mongolia on the «Uriankhai issue» is given. The review of the internal political situation in the region, the assessment of the position of the Tuva elite on the problem of national self-determination in the region, its relations with the governments of Russia, China and Mongolia. Among the legal aspects, attention is paid to the texts of the Treaty on self-determination of Tuva, friendship and mutual assistance of the Russian and Tuvan peoples. The analysis of historical documents, including transcripts of the debate of representatives of Russia, Mongolia and China on the «Uriankhai issue», which preceded the conclusion of the 1921 agreement on the establishment of friendly relations between the RSFSR and Mongolia, is carried out.
