FORECASTING BUDGET INDICATORS

The article considers the current state of the budget of Ukraine and predicts the value of its indicators in the future. It is noted that local budgets in the financially supported socio-economic development of the regions of Ukraine occupy one of the central places. It is determined that in today's conditions of socio-economic development of Ukraine, one of the main issues is the increase of the efficiency of functioning of local budgets, because the welfare and stability of the state as a whole and each citizen separately depend on the efficiency and rationality of planning and distribution of financial resources. The functioning of local budgets in recent years has shown a number of problems and contradictions, which are primarily due to the limited financial resources, the lack of clear distribution of spending powers between different levels of the budget system, inefficient use of budget funds, low level of investment capacity of local self-government bodies. The development of forecasts and plans for the economic and social development of the state is a rather complex and long-term process, which requires the construction of projected and planned indicators at different levels. Folding of the main financial plan of the state is preceded by budget forecasting. Budget forecasting is an important financial management tool, which provides an opportunity to predict the future financial impact of current policies, economic trends and probabilities. In today's conditions, the issue of using local budgets as the most effective economic management tool, the balance of incomes and expenditures of the state budget, financial support of the activities of state and local governments and local self-government bodies in carrying out the functions entrusted to them by the Constitution and laws of Ukraine is becoming of the most topical significance. The development of a model of market economy type requires a theoretical rethinking and practical study of local budget revenues, their restructuring, and their role in the state's economic system. It is established that the problem of filling the revenue part of local budgets remains relevant. Given that local budgets play a significant role in ensuring the financing of social expenditures, there is no doubt that there is a need to develop a framework for expanding budgetary financing opportunities for social development.
