THE DEVELOPMENT OF THE FINANCING SYSTEM OF STATE PROGRAMS IN THE FIELD OF EDUCATION AND SCIENCE OF THE RUSSIAN FEDERATION

The implementation of the Russian Federation state policy covering the national, regional and local levels, is designed for socio-economic impact through state programs of the Russian Federation. The message of the President of the Russian Federation to the Federal Assembly of March 1, 2018 states that the development of Russia and long-term growth can provide priority projects “in spatial development, investments in infrastructure, education, health care and the environment, new technologies and science, economic support measures, promotion of talents, youth”, as part of government programs aimed at financial support of a new quality of life and innovative development, modernization of the economy. Achievement of the set strategic targets is possible due to the increase in the effectiveness of public spending by adopting organizational, financial and methodical measures to improve the system of financing state programs, including by encouraging the attraction of private investment in government projects.
