Abstract

The study deals with a very important subject which is the international responsibility arising from cyber-attacks, especially cybercrime which has increased in light of the great development on the Internet and Internet access in all areas of life. The study came to answer the main question: What is the international responsibility arising from cyber-attacks in Light of contemporary international law? The main objectives of the study can be summarized in the following: 1- to identify the concept of cyberspace, 2- to trace the historical stages of cyber development, 3- to clarify the legal adaptation of cyber-attacks and their effects, 4- to clarify the extent to which international responsibility arising from cyber-attacks, 5- to clarify aspects of the applicability of international responsibility for cyber-attacks, and, in the end, 6- to specify the reference to international trends in the fight against cybercrime. The study showed a number of results, the most important of which is that most countries lack the existence of special legislation in cyberspace, and if there are laws that there are significant legal gaps in this area. In light of this, the student recommended a number of recommendations, the most important of which is the need to fill the legislative vacuum in the field of combating cybercrime, Enact legislation covering this vacuum in order to reach a secure cyber space.
