Abstract
Small business in the system of secondary vocational education is considered and investigated as a developing social institution, the properties of which arose from the interaction of two institutional systems- small business and secondary vocational education. On the example of panel sociological research of institution- alization of small business in the system of secondary vocational education of the Penza region (2010–2018) the main stages, factors and features of institutionalization of small enterprises in the regional system of secondary vocational education are investigated. The author shows the institutional features of small business in the system of secondary vocational education and institutional functions, which are determined by the Institute of small business and corrected by the objectives of secondary vocational education
