Abstract
The author analyzes the problem of interconnection of public opinion and social crises of various nature. The author emphasizes that the social crisis and the variety of possible forms of implementation of public opinion are phenomena existing and developing in accordance with their own objective rules. At the same time they can be considered as events created by activity of people and developing only in the course of human activity.
