RESEARCH OF INFORMATION SYSTEM GOVERNMENT PROCUREMENTS AND ITS INFLUENCE ON FIRE SAFETY OF OBJECTS OF SUPERVISION

The analysis of information support of system of government procurements and its influence on fire safety of objects of supervision is carried out. It is suggested that the criterion of the low price for works on fire safety is wrong and leads to even bigger simplification of a hardware of systems of fire safety of buildings and constructions, to emergence in the market of a large number of the microorganizations and to output of poor quality. Aspects drawing up the specification influencing correctness for auctions, mistakes and corruptibility of auctions of the customer are considered. Schemes of work of the government supervisory authorities at which they can successfully influence a condition of ordered works and services in fire safety are submitted. Standard and legal aspects and shortcomings in supervision works in modern conditions when control of the objects new under construction and subjected to capital repairs is cancelled are specified. The structure of orders and number of orders on fire safety against all orders both according to Russia and across the Vladimir region are analysed and presented in tables. The percent of decrease in works on results won auctions is analysed and the structure of works on types of elements of system of ensuring fire safety is presented. Solutions of the developed problems are offered and criteria of an assessment of performers are developed, suggestions for improvement of fire safety are presented at execution of the state order. Ways of information search about purchases for fire safety of objects of supervision are opened. Questions of influence of an assessment of fire risk of buildings and placed orders, influence of values of fire risk as a complex component and only partial implementation of separate requirements are considered. It is specified insufficiency of only separate orders on works without their analysis of settlement sizes on a complex assessment of fire risk. Ways of formations of specifications at which they can fully reflect all aspects of fire safety are offered.
