JUSTIFICATION OF THE CONCEPT OF STATE RURAL POLICY MODEL

The concept of the model of rural development state policy is based on the integration of mechanisms of public administration and local self-government with the involvement of policy subsystems; proceeds from the idea of minimizing economic and social negative consequences of urbanization and support standards of urban culture in rural areas; outlines the forms of social interaction, the nature of the management and direction of activities of rural development policy, depending on the state of rural settlements, the living conditions of rural inhabitants and the level of society urbanization. The proposed concept allows to coordinate mechanisms, functions, subjects of management and territory among each other, as well as to take into account the global trends of society urbanization in order to minimize the negative consequences of changing the form of population settl.
