Abstract

The effectiveness of public administration depends on a combination of objective and subjective factors: the scientific organization of all spheres of public life; expediency and cost-effectiveness of resources; political stability; material, socio-political, organizational-legal, psychological, ethical factors, etc. Efficiency as one of the fundamental categories of the theory of public administration reflects the laws inherent in any kind of activity. In European countries, the effectiveness of public administration implies the effectiveness of the state as a whole as the unity of the three branches of power - legislative, executive, judicial. Public authorities, which together form the system of public administration, carry out appropriate actions regarding the functioning of this system and, at the same time, is an independent element that may have a time-limited function, forming a separate, internally closed subsystem with its complex of interactions and procedures that are built on the basis of its interests. It should be noted that today's day-to-day effectiveness of the guarantee of local self-government depends on how effective administrative reform will work. Its main task is to ensure a clear separation of functions of local state administrations and local self-government bodies, and their role in organizing life in places should gradually increase. In the whole, we are talking about the final scourge of the bureaucratic administrative system, which impedes the development and economy of the state and the society in general. Without the implementation of the aforementioned reform, local self-government, as experience shows, can not fulfill the functions and tasks that rely on it in a democratic state. The relevance of the problems lies in the lack of compliance with the new generation of local politicians and municipal officials who will act in a fundamentally new situation. This, in the first place, will change the status of greed, region and general councils, in order to significantly reduce the number of local self-governance.
