Abstract

The article is devoted to the causes of procrastination that arose on the way to ratification of the Rome Statute. In particular, the conclusion of the Constitutional Court of Ukraine regarding the inconsistency of the Rome Statute of the Constitution of Ukraine is considered. The opinions of lawyers are emphasized, which emphasize that the Opinion was provided in advance, prior to the operation of the International Criminal Court. It also reveals the attitude of society to the ratification of the Rome Statute in the early 2000s, and how it changed after the bloody events on the Maidan, the annexation of the Crimea and hostilities in the East of Ukraine. The explanation of the authorities regarding the postponement of ratification for a "three-year term" is provided. It is emphasized that the ratification of the Rome Statute is one of the obligations stipulated by the Association Agreement with the European Union. The emphasis is placed on the role and importance of public participation in accelerating the ratification of the Rome Statute in order to restore justice and bring to justice the perpetrators of international crimes.
