Formation and development of primary education of the Ministry of Internal Affairs for socially unadapted population at the turn of the XIX-XX centuries (on ma?terials of the Tobolsk province)

The article is devoted to the activities of primary education institutions of the Tobolsk province of the Ministry of Internal Affairs: prison schools, rural schools, orphans’ homes. The bulk of the students (orphans, the poorest inhabitants of the region, exiles, prisoners, persons under surveillance) had the opportunity to learn how to read and write, to master a profession, to develop an outlook during the penal reform in 1879.
