Abstract
The author speaks with anxiety about problems of economic development of Russian Arctic. These problems include imbalance between industrial and transportation usage at one side and traditional nature usage at another. Approaches of doctrine, ideas of legal science are revealed. Short review of Canadian experience is presented. In a vein of forming special legal mode (or modes) of natural usage and nature conservation in the North, all levels of power shall rouse interest, stimulate and motivate rational development of natural wealth of Russian Arctic oriented on waste-free and low-waste technologies. The author supports the development of mechanisms of private-public partnership.
