Abstract
Article is devoted questions of the content and nature of risks in the sphere of public administration. The authors define the terms «risk», «risk-oriented public administration». The article shows that the risks in public administration are an integral component of the public administration; risks are given objective reality, which is subject to due consideration. These risks are a consequence of the existence and sufficient entropy updating uncertainties and other of risk-taking determinants in modern processes. The article describes the integrated methods of operating by the field of risk and risk-taking determinants. The article describes the reasons for the low efficiency of operating by risks in public administration.
