Abstract
The velocity depends on the total energy quantization nature of moving body. The total energy quantization keeps the momentum conservation in every case. Naturally the measurement of momentum included with some uncertainty. In the new method the law of exact velocity determined from mass energy equivalent formula without uncertainty. The law of exact velocity shows that the total energy of moving body is integral multiple to its kinetic energy in the ascending order. Therefore only particular velocities are permitted to the moving body. This law is useful to understand fine structure constant. The law of exact velocity is applicable both in classical and quantum physics
