Abstract
The future of Tehran, both as a capital and as a metropolis, depends on the profound changes in the environmental, political, social, economic and technological trends. In the midst of these transformations and sharp changes, the structure of Tehran's metropolis will be no exception and there are many future prospects. Accordingly, this future needs to be identified and debated so that the best path to overcoming such developments is to be clarified. In this research, based on Real-time Delphi technique, the main reforms in the political administrative structure of the government and the formation of the federal system in the country, globalization and its effects on the Tehran metropolis and the status of participation of the NGOs and civil institutions in the governance system have been the most influential and the most uncertain. Accordingly, these three drivers were put in place to create scenarios, which included the creation of 8 possible scenarios. After eliminating the inconsistency of the scenarios, five scenarios remained consistent as scenarios, and the scenario story was developed for each one. The results indicate that globalization, structural reforms in the governance system of the country, and the participation of the NGOs and civil society, will have the greatest effect on the change in Tehran metropolis governance in different scenarios.
