Abstract

The article analyzes the modern domestic experience in implementation and use of electronic document public administration system by state authorities, the state of organization of electronic documentation process management in the activity of state bodies of Ukraine as a component of electronic governance. The main key nodes (components) of the ASCOD electronic document management system are described. Practical experience of using ASKOD software by staff of Uzhgorod city council is described. It is established that the efficiency of management in modern conditions depends to a large extent on solving the problems of prompt creation of electronic documents, control over their execution, organization of storage, as well as search and use. It has been researched that the main source of administrative decisions for the quality implementation of public policy is reliable and complete documented information on the activities of all state bodies. At present, such information can be obtained promptly only with the help of modern information and telecommunication technologies. The technical support of the electronic document circulation system in the city council, its software and hardware, responsibility for the preservation of documents and cases, the formation of the structure of electronic directories in the electronic document management system, the protection of information processed in the electronic document management system of the city council are considered. It was proved that the introduction of electronic document circulation necessitated the development in the city council of a single procedure for documenting management information with documents, regardless of the form of their creation, development of a new nomenclature of cases, ensuring proper registration and accounting of documents and monitoring compliance with the established procedure for working with city Council electronic documents. The main advantages of electronic document flow in state authorities and management are outlined, the scientific achievements of domestic specialists on similar issues are analyzed.
