ROLE OF LOCAL GOVERNMENT AND ETHNIC CIVIL SOCIETY INSTITUTIONS IN THE ETHNIC CONFLICTS PREVENTION: LEGAL AND AXIOLOGICAL ASPECTS (THE CASE OF PERM REGION)

The problems of the ethnic conflicts at the present stage are discussed both scientists, and practicians. The reasons and mechanisms of arising ethnic incidents in certain regions of the Russian Federation are investigated. However, the technologies of risk minimization in municipalities, system approaches to the solution of these problems at local level aren't rather studied. Often there is no municipal legislation also in this sphere. The article examines the legal aspects of the interaction of ethnic institutions of civil society and local government. The emphasis is on the relevance of the development of their cooperation in the prevention of ethnic conflicts in Russia at the present stage.
