Abstract
The degree of loyalty and responsibility of each employee to his duties will depend on the environ- ment of the professional and moral environment formed by the leadership of the organization. But by blindly increasing her demands, demanding impossible results, can be negative about his duty and anticipate unexpected consequences. Conversely, when demands are broken down into quiet and unloved attitudes toward him, discipline declines, loyalty to the organization declines, love for it declines and intelligence disappears. To avoid such situations, the office requires that each organization acquire its associated global expertise and ensure that it is disseminated to all desired sectors of the organization. One of the most important aspects of ensuring stability in public administration is the correct attitude to official duties. Where there is the right attitude, workquality and healthy environment are ensured. The right attitude is actually also an integral part of human spirituality. Accordingly, the first step that needs to be taken to establish the right attitude to management and establish a successful interpersonal relationship is that the person understands it correctly. Therefore, the right attitude enhances the ability to understand other people, as well as their manager and employees of the organization. In connection with the above considerations, the article expressed views on the need for qualified personnel of the civil service in improving the efficiency of public administration and establishing effective interaction in the civil service
