Abstract
The current trends in human capital development and their impact on the state of the education system are examined. Humanity is noted to be moving to a “digital society” with new characteristics: high mobility, large amount of data, eco-friendly orientation, new landmarks production. It is emphasized that the transition from traditional professions to “superprofessions” as well as willingness to quickly retrain and acquire new professional competencies are becoming ever more popular. It is determined that the state policy in the sphere of education should be aimed at comprehensive promotion of creation and introduction of innovations in education, stimulation of educational activity. The urgency of the development and improvement of the legal and regulatory support of administrative educational procedures, the transition from centralization to decentralization, the formation and implementation of innovative educational management and increasing the efficiency and flexibility of the state educational policy are considered as priority areas for reforming the administrative educational system. The need to introduce the intellectual management in the field of education, transformative learning technologies and digital education at different stages of the educational process is highlighted.
