State Information Systems to Manage the Scientiic Sector: State of Afairs and the Ways to Dispose of Shortcomings

Abstract

The article presents an overview of existing Russian information systems in science, which are aimed at providing information for making decisions in this sector. Developing information systems in science has particular relevance and importance due to the acceptance of the Strategy for science and technology development. These systems include: the Unified State System for Accounting of Civilian Research and Development (EGISU NIOKTR), the Federal System for the Monitoring of Scientific Organizations Performance (FSMNO), the information systems of funds to support scientific research and federal target programmes, "Electronic Budget" system and departmental information systems. When considering the existing information systems in science two main shortcomings were identified: unsatisfactory information systematization and the lack of interaction between the information systems, which negatively affects data reliability. At the same time filling and keeping up to date the information systems described is a burdensome and time-consuming task for all participants of scientific activity. The article presents possible ways to improve these systems. In order to solve the problems mentioned the authors provide recommendations on integrating the data from the information systems. Such integration will make it possible to automate the process of filling identical reporting forms, reduce the bureaucratic burden and dispose of numerous mistakes.
