On some problems of higher qualification scientific-pedagogical personnel education

Abstract
This paper analyzes the main issues and trends arising in the course of the reorganization of the educational system of scientific-pedagogical personnel in Russia. We have used expert evaluations and generalized practical experience in identifying these key trends and problems. The paper compares the national and foreign systems. A decrease in the level of scientific dissertations defended in Russia in recent years is noted. The processes of restructuring the key stages of the national system of training of highly qualified personnel are discussed: the transfer of the functions of the Higher Attestation Commission to the dissertation councils, the transfer of postgraduate school to the third level of higher education and the extension of its terms. The necessity of a systematic approach in carrying out these reforms is shown. The requirements of the Higher Attestation Commission for the work of dissertation councils and defended scientific theses are analyzed. It has been noted that only by the strengthening of the formal requirements it is hard to provide a high level of scientific theses. It is necessary to create conditions under which the applicant himself and the Dissertation Council are interested in the quality of defense. The problems arising in the work of dissertation councils, in the education of postgraduate students, in the selection of candidates for admission to postgraduate school and in the preparation of promising students are considered. It has been shown that they significantly complicate the solution of current problems and reduce the possibility of the preparation of the teaching staff. The possible solutions to these problems and, in particular, the reduction of the bureaucratization of the process of preparation and defense of thesis, strengthening the relationship of post-graduate education and certification system have been proposed. The proposed approaches and practical recommendations allow to improve the efficiency of the certification systems and education of the scientific-teaching personnel and to facilitate the process of reorganization of these systems.
