Abstract
The paper concentrates on the quantitative and qualitative parameters of the labor potential of the regions belonging to the Dnipro and Donetsk economic regions. Based on statistical data the potential innovativeness of the labor potential has been determined, the negative trends in its dynamics have been identified, such as a decrease in the number of people employed in the regions, a reduction in the human resources of industry and the research sector, which creates significant obstructions to the formation of innovation ecosystems in these regions. The importance of comprehensive socio-economic modernization of Dnipro and Donetsk economic regions has been substantiated, which has been based on interconnected development of medium- and high-tech industries, qualitative and effective research sector.
