Developing of Amalgamated Territorial Communities of Luhansk Region with the Help of Identification Tools

Abstract
The article analyzes and characterizes the development state of amalgamated territorial communities of the Luhansk region. The activity of communities and support for the chosen course of decentralization was noted. The negative prospects for the future functioning of some communities due to the changes in the legal framework for determining the capacity of ATC are pointed out. Based on the analysis of budget and financial indicators of ATC, the amount of financial resources used by the communities is determined and part of them is aimed at developing and improving the living standards of residents.
It is substantiated that in the conditions of growing competition between the communities for financial resources for ATC development they should form their own positive image, which becomes not so much a component of development and a great factor of attractiveness, but gives an opportunity to position and successfully promote local territory. It is proved that the best starting conditions for its formation are provided by the use of identification tools, the results of which express competitive advantages and disadvantages, potential growth points and lost profits, internal reserves, etc. It is noted that in order to realize such benefits, the results of identification should be taken into account as much as possible when developing a strategy for socio-economic development of ATC, as a legal act of a local nature that determines the way of community life. Based on these provisions, monitoring of ATC development strategies of the Luhansk region in the context of using identification tools was performed. The results are structured taking into account the term of communities functioning and emphasis on the formation of their positive image. It is argued that most ATCs are just beginning to use identification tools, it is available in the program-target documents of the most affluent communities, which contributes to their successful development. Direct correlation has been not found between these processes, including due to the limited functioning of most communities in the region.
