Abstract
The anthropic intervention threatens not only the environment also the socio-economic development and integration of societies, too in flows in balance and progress of cities, regions and emerging composition of countries. Addressing environmental vulnerability demands a significant change with hindsight of the past, with a view to improving its environment. It includes in its social conditions respect for life, building in its growth and disorder the forecast for economic reordering. In the heterogeneous events and consequences for the quality of life must be redistributive in academia and research; adapt the basic coverage and productive protection, imposed by the unbalanced economic planning of consumption, with an essential infrastructure of implicit needs and inescapable fallacy in the supply and demand of the great economic and industrial platforms
