Abstract
Improvingthe training and accumulation of mobilization human resources is currently becoming one of the most important problems of state and defense construction. The urgency of these problems lies in the urgent resolution of a number of contradictions: on the onehand, between the limited conscription human resources and the large recruitment needs of the armed forces; on the other hand, there is a gap between the need for military-trained human mobilization resources needed to upgrade the armed forces to wartime States and the insufficient capacity to train and accumulate them in peacetime. Here, too, we should not forget about the financial and economic capabilities of States to ensure mobilization measures. One of the main conditions for maintaining constant combat readiness of the armed forces is targeted, systematic training and accumulation of military-trained resources to complement existing formations and units when they are mobilized, as well as new formations deployed during the war and to make up for combat losses of the active army. In this regard, it is necessary to draw an analogy between the creation and development of reserve components of the armed forces of different States.
