Development of procedurе for risk management of hazards and opportunities for works at height in construction industry

Abstract
With the adoption in 2018 of the international standard ISO 45001, which is planned to be introduced into the legislative field of Ukraine from 2021, the implementation of the risk management procedure for the risks to life, health and working capacity of staff in the performance of professional duties or actions in the interests of the enterprise is becoming increasingly relevant. Any production environment in which a system is implemented, the components of which are people and technological equipment generates hazards that can be realized in an incident, dangerous event or accident with certain instant and / or long-term consequences. The question related to reducing the degree of danger and risk characterizing a certain production activity is appropriate. The purpose of the article is the analysis of the methodology for managing risks and opportunities in the field of occupational health and safety and the creation of an appropriate documented procedure in accordance with modern international and state legislation. Conclusion. The article proposes a methodology for assessing the risks of dangers and opportunities based on the matrix method and is formed on the basis of the basic method for assessing the risks of “bow tie”. This procedure should be documented and supplemented with risk registers that can be developed by hazard type based on the classification of harmful and hazardous factors in the production process. A mandatory requirement for the implementation of this methodology is its perception and fixing at the highest level of the organization's leadership and leadership in this aspect. It is also impossible to carry out a risk assessment and develop effective preventive measures to protect occupational health and safety without engaging the organization's personnel at the level of the respective structural unit and its participation in constant monitoring of changes in the system “people − production equipment − production environment”, as well as increasing its competencies in hazard identification and risk assessment methods.
