Abstract
The article discusses theoretical approaches to the main functions and role of state shareholder property in the development of public-private partnership. It is shown that the solution of the problem of economic realization of state joint stock property is complicated by the absence of historically stable experience of partnership between the state and business in Russia. It is also complicated by difficulties in forming a legal and regulatory framework associated with the general problems of legal regulation of property and control issues in the economy. The government's participation in the activities of individual enterprises is justified through the establishment of significant shares in it in terms of the development of the economic activity of the State, the replenishment of budget revenues and the development of publicprivate partnership.
