The article identifies the main objects of monitoring and areas of research. The main tasks, functions, types and principles of educational monitoring are generalized. It is substantiated that educational monitoring is an effective means of assessing the quality of higher education. The authors prove that in the conditions of cardinal changes related with globalization this problem acquires special significance both for the system of higher education of Ukraine and the world as a whole. It is established that the monitoring of procedures for evaluation and quality assurance of higher education should be systematic, continuous and carried out throughout the country.
