Gender approach and gender-oriented education budgeting as a priority state policy of Ukraine

Abstract
The article considers topical issues of formation of national educational policy on gender equality and gender approach in education, gender-oriented budgeting in the budget educational process and the need for their legal support to achieve gender equality in Ukraine. Emphasis is placed on the fact that the realities and prospects of development of all spheres of modern social life provide for the introduction into society of the idea of gender equality, ie ensuring equal rights and opportunities for women and men to implement them, which allows persons of both sexes to participate equally in all spheres of public life. Achieving this is possible if the gender socialization of youth is based on relevant worldviews, social gender relations and the latest trends in education in Ukraine, its variability and openness to society, a qualitatively new access of both sexes to different spheres of public life, which will determine decent conditions in the future life of women and men. The current state, existing problems, features and prospects of implementing a gender approach in the educational sector of Ukraine are determined. The main directions of gender socialization of youth through the development of partnership of education authorities, educational institutions, civil society organizations in the current conditions of education reform in Ukraine on the basis of European experience and the creation of appropriate mechanisms for their implementation are outlined. Taking into account the interests, needs, opportunities and experiences of different groups of women and men in all spheres of society is the basis of gender-sensitive policy of the country, one of the effective tools implementation of which is gender-oriented budgeting – a comprehensive gender approach in budget policy and budget process at the state and local levels, which includes the distribution of budget funds on a gender basis. A systematic approach to the application of gender-based budgeting at the state and local levels combines financial and social aspects of the budget, as well as helps to reduce gender gaps in Ukraine. Budget educational programs are analyzed to take into account the gender approach. Recommendations are proposed to take into account the gender approach in the education system of Ukraine and the gender aspect in the budget educational program, expert and advisory support to state budget managers, reducing gender gaps and eliminating gender discrimination.
