Bilingualism in Ukraine: myth or reality?

Abstract
In given article the question of solving the issue about the status of the state language in Ukraine. The situation about possibility of introduction of second official language in Ukraine in historically political aspect was analyzed. Constitutional provisions about the status of Ukrainian language and guarantees of observance of language rights of national minorities were revealed. The legal positions of the Constitutional Court of Ukraine regarding the official language are analyzed. The Law of Ukraine "On Ensuring the Functioning of the Ukrainian Language as the State Language" regarding its constitutionality is considered. The survey conducted by the Ilko Kucheriv Democratic Initiative Foundation together with the Razumkov Center sociological service on the introduction of the second official language and the survey of the volunteer organization Space of Freedom on the choice of native language and language of communication in everyday life were analyzed. The comparison of bilingualism in Ukraine and other countries was done.
