BUSINESS MODEL ON THE STRENGTHENING OF PRIVATE PARTICIPATION IN THE DEVELOPMENT OF ENERGY SECURITY ZONE BASED ON RENEWABLE NATURAL RESOURCE IN THE EAST SUMBA ZONE

Abstract
This research designs a model for strengthening the role of the private sector in developing energy security zone based on renewable natural resources in Indonesia's regional zones. Focus on research in the East Sumba Zone is because the area is in
remote areas and islands, has a low electrification ratio, and hilly natural topography, but has abundant natural resources. Besides, Sumba Island has been chosen by the Government as an icon of Renewable Energy Island, but it still has a high dependency on diesel power plants. The methods used in this study are qualitative and quantitative analysis with analysis tools using ISM (Interpretative Structural Modeling) involving 20 experts and AHP (Analytical Hierarchy Process). The results of the analysis show that problems/obstacles that hamper private participation in the development of energy based on renewable natural resources on the island of Sumba, especially in the East Sumba zone, are partnerships, collaborative governance, and business feasibility. ISM results state that the critical factor of the main obstacle element is the absence of a mutually beneficial cooperation model between stakeholders. Alternative strategies in designing business models to strengthen the role of the private sector in developing energy security zones in East Sumba are: (1) building a business model of community-based professional and sustainable energy management (PLN mini) and (2) optimizing and revitalizing existing renewable energy facilities and infrastructure, with the main factors being the support of government policies and the main actors of the central/regional Government also aiming at improving the economy and prospering the community through the Collaborative Governance Program.
