Entrepreneurship promotion strategy in Algeria and obstacles of its achievement

Abstract
The state's failure to create new jobs at the level of young people entering the labor market every year has encouraged it to set up several structures to help employ young people and encourage them to set up their own businesses. Thus, a strategy was adopted to encourage young university graduates and granted them a lot of facilities in terms of financing, accompaniment and tax exemptions during the first years of activity. Nevertheless, results remained limited below the expectations of the operating authorities. Among the reasons for these failures are the inefficacy of the higher education system, the tyranny of a culture of complacency and the multiplicity of demands of young people and their dependence on state support. The university has also been unable to provide students with competencies, skills and psychological characteristics to meet the challenges posed by the entrepreneurial reality.
This paper addresses the pillars of the strategy for the promotion of entrepreneurship and the obstacles to its embodiment on the ground. It also proposes measures to remedy the shortcomings of the strategy adopted.
