Abstract
This study carried out a case study on the Osaka-Small and Medium Enterprise Management Consultant Association(‘SMECA'), one of the biggest and performing various projects among 47 associations affiliated with Japan Small and Medium Enterprise Management Consultant Association (J-SMECA), which is rated as greatly contributing to Japan's SMEs development. To comprehensively analyze the studytargeted activity details from the subject, environment, resource, and mechanism, the ser-M model was used. Based on this, this study presented a performance creation mechanism success model of the SMEC (SME Consultant) system of Osaka-SMECA. As a result of the case study, the mechanism factors of Japan's SMEC system are governmental comprehensive and continuous support and supervision, clear goal presentation and transparent organization operation of subjects, selection of consultants having comprehensive diagnostic capabilities, and their continuous capability development. These mechanism factors were confirmed to be developed by virtuous circle that knowledge is created, shared and utilized through the encouragement of research association activities of the subjects and knowledge dissemination through linkage and alliance
