Abstract

This research aims to describe implementation of quality management of elementary school in the effort to achieve eight education national standards as education quality indicators in Indonesia. This research was conducted in Kendari City, Indonesia in 2019. Type of the research is a Research and Development by mixed method data. The research objects are elementary schools in Kendari city. Informant determination in this preliminary study used non probability sampling techniques namely snowball and pusposive. The data analysis used NVIVO 12 Plus application. Research findings show that implementation of elementary school quality management currently is not in an ideal condition. Development of quality management model consists of plan do check actuating stage as well as its sub-stages to meet the conformity test which is reviewed from 5 (five) aspects namely quality management theory, education policy aspect in Indonesia, problem empiric solution aspect at school, logic and realistic aspects to the elementary school context as well as good and proper Bahasa Indonesia aspect.
