Abstract

The article investigates that the norms of the diplomatic protocol in the modern international system are the result of a long evolution and consistent historical development. It is proved that the foreign policy of states is based on traditions and customs that have deep historical roots. With the adoption of the Westphalian system of international relations, the process of forming new principles of international law began. The dominant subjects of this system of international relations are sovereign states, between which the nature of the relationship is changing. The role of diplomacy as a regulator of contacts between them is growing, and this necessitates the creation of universally accepted rules that would help establish contacts between states. With the formation of the Vienna International System in the practice of international communication, the norms of the diplomatic protocol appear to be codified. This document was the first attempt in diplomacy to give legal force and turn it into international law. With the adoption of the Vienna Conventions on diplomatic and consular relations, the norms of the diplomatic protocol that have become effective today have finally been formed. Therefore, it can be considered that the protocol is an international category that should be observed by all states.
