THEORETICAL AND LEGAL BASIS FOR MONITORING THE IMPLEMENTATION BY LOCAL GOVERNMENT ADMINISTRATIONS GOVERNMENT REGULATORY POLICY

The article analyzes the norms and requirements of the Constitution of Ukraine, laws of Ukraine, normative legal acts of the CM of Ukraine, which determine the monitoring powers of control over the implementation of the state regulatory policy by local executive authorities. It has been established that such monitoring is a system for monitoring, collecting, processing, transmitting, storing and analyzing information on regulatory activities of local executive authorities, the state of implementation of the state regulatory policy and the development of scientifically substantiated recommendations for decision-making in the field of regulation of economic activity. It is concluded that the introduction of monitoring as a system for monitoring the implementation of the state regulatory policy by local executive authorities allows to overcome the inefficiency of their work to a large extent, and has developed and proposed a number of recommendations for further administrative and legal improvement of regulatory procedures and intensification of regulatory reform in Ukraine.
